  15. Now, the Disarms Race

  17. <p>     The major Western powers, which have long hustled to sell
  18. their arms to the world, are now competing to peddle their visions
  19. for weapons control. French President Francois Mitterrand last
  20. week moved to upstage President Bush's recent proposal for
  21. containing the Middle East arms race with a plan covering the
  22. whole globe.
  23. </p>
  24. <p>     The French initiative calls for the elimination of
  25. chemical weapons, a ban on production of biological arms and the
  26. reduction of nuclear arsenals. As for conventional weaponry, the
  27. plan aims to establish "a balance of forces" in each region of
  28. the world, and endorses a British proposal that arms exporters
  29. register their sales with the U.N. So as not to appear
  30. hypocritical, the French announced that they would finally sign
  31. the 1968 nuclear nonproliferation treaty. The pact prohibits
  32. nuclear powers from exporting the weapons or the technology for
  33. building them and restricts nonnuclear powers from acquiring
  34. either.

  36. <p>     Officially, the Bush Administration welcomed the French
  37. action, though a Pentagon official said, "This is about what
  38. you'd expect from the French: too little, too late."
  39. Representatives of the top arms-exporting nations are scheduled
  40. to meet in Paris next month to discuss the U.S., British and
  41. French proposals.
